The City of Burlington contracted Urban3 to perform a key indicator analysis (KIA), which was presented as part of the keynote address to a joint conference of the Vermont Historic Preservation Society and the Vermont Downtown Association, as part of the Greater Burlington Economic Development Speaker Series.
Using property tax assessment rolls from Chittenden County, property values of key sites were analyzed with respect to their acreage (i.e. land consumed). The underlying principle of the KIA was to utilize land as the denominator of productivity, because it is a finite commodity, especially within the county. By highlighting key indicators within the community, Urban3 is able to paint a picture of the economic choices a community has made with regard to land use and development.
